EPC C Planning and Survey Evidence for Local Authorities

Q: Does the 1 April 2030 standard apply to council housing?

Yes. Government confirmed on 28 January 2026 that social rented homes in England, including those owned by local authorities, must reach EPC C or an equivalent standard by 1 April 2030, measured on fabric performance, smart readiness or heating, with a £10,000 spend cap per property and a second measure by 1 April 2039. The regulations are not yet in force.

Q: How can the EPC C Pathway help our private rented sector team?

From the government EPC register we can show, for a list of addresses, which lodged certificates sit below band C and how far each is from it. That helps an authority prioritise engagement and plan resources before the 1 October 2030 standard applies. Screening is desk-based and indicative. Whether a landlord is compliant, and any enforcement decision, stays with the authority.

Q: Can you work as a subcontractor to our consultant or contractor?

Yes. We can be appointed directly under your procurement rules, or work as field capacity to the consultancy or contractor you have already appointed, reporting through their lead and using their template.

Q: Do you carry out stock condition surveys as well as EPCs?

Yes. Element-level stock condition surveys, Decent Homes aligned, and domestic EPCs can be captured in a single resident visit, so one appointment gives you an energy baseline and a condition record together.

Q: How do you handle resident contact and safeguarding?

Residents are contacted by letter, SMS and phone in your voice, with flexible slots and a logged no-access protocol. Surveyors are DBS checked in line with programme requirements, carry photo ID and follow your safeguarding and lone-working procedures.

Q: What about data protection?

Strata is registered with the ICO. We work to a data processing agreement and send our terms unsigned so your legal team can review them. Register address data is used only for energy efficiency purposes.

Q: Do you deliver retrofit coordination or install measures?

No. We deliver EPCs, stock condition surveys and Level 3 Retrofit Assessments alongside your appointed Retrofit Coordinator, and we do not install insulation or heating. The EPC C Pathway gives your coordinator, designer and installers the evidence they need.

Q: Which areas do you cover?

All 32 London boroughs and the surrounding South East, including Hertfordshire, Surrey, Kent, Essex, Berkshire and Buckinghamshire.

Three Jobs Councils Are Being Asked to Do

A housing or regeneration officer may be responsible for council homes, for the private rented sector in the borough, and for externally funded retrofit, all against energy deadlines that arrive within a few months of each other. Strata surveys homes, models the routes to band C and returns evidence in your format. It does not coordinate or install, so there is no conflict with your appointed Retrofit Coordinator or contractors.

Your Own Housing Stock

Social rented homes need band C, or an equivalent standard, on one measure by 1 April 2030. We screen the whole stock from the EPC register, cost the routes, then survey priority homes with an EPC and a stock condition record in the same visit.

The Private Rented Sector

From 1 October 2030 private rented homes need band C, with local authorities able to fine up to £30,000 per property under the confirmed policy. Register-based screening shows, from lodged certificates, where homes in your borough look to fall short, so you can plan engagement and resources.

Funded Retrofit and Warm Homes

Grant-funded schemes need evidence before and after works. We provide pre-works EPCs, Level 3 Retrofit Assessments alongside your Retrofit Coordinator, and post-works EPCs lodged through four accreditation bodies.
