No. Strata delivers Level 3 Retrofit Assessments, the technical baseline your appointed Retrofit Coordinator uses to produce the Medium-Term Improvement Plan and design package. We work alongside your Coordinator and principal contractor rather than replacing that role.

Q: What does a PAS 2035 retrofit assessment include?

A whole-dwelling condition assessment, an RdSAP energy assessment, measured floor plans, a ventilation assessment and an occupancy assessment recording how the household uses the home. Together these give the Coordinator what PAS 2035:2023 requires before measures are designed.

Q: Which funding schemes require PAS 2035 assessments?

Warm Homes: Social Housing Fund (Wave 3 runs to 2028), the Warm Homes Local Grant and the wider Warm Homes Plan all require TrustMark-registered retrofit professionals working to PAS 2035:2023. ECO4 closed on 31 March 2026 and its remaining funding has been folded into the Warm Homes Plan.

Q: Can a retrofit assessment be combined with a stock condition survey?

Yes. Retrofit assessment, stock condition and EPC data can be captured on the same visit, which reduces resident disruption on decarbonisation programmes and gives your asset team one consistent dataset.

The Assessment Baseline Every Funded Retrofit Starts From

Since 30 March 2025 all government-funded domestic retrofit in the UK has had to follow PAS 2035:2023. Under the standard, no measure is designed or installed until a qualified Retrofit Assessor has surveyed the dwelling and the Retrofit Coordinator has used that data to plan the improvement package. Get the assessment wrong and the design, the funding claim and the TrustMark lodgement all sit on bad data.

Strata's team includes two surveyors holding the Level 3 Award in Domestic Retrofit Assessment, supported by our DEA-qualified surveyors for the RdSAP element. We provide the assessment baseline your appointed Retrofit Coordinator and principal contractor need, at the volume and consistency a Warm Homes programme demands.

Dwelling & Condition Assessment

Whole-property inspection covering construction, fabric condition, damp and moisture observations, existing insulation, heating and hot water, plus measured floor plans and the RdSAP energy assessment.

Ventilation Assessment

Existing background ventilation, extract fans, trickle vents and door undercuts recorded against PAS 2035 and Approved Document F, so the Coordinator can specify ventilation upgrades alongside fabric measures.

Occupancy Assessment

Household energy use, heating patterns, comfort and health observations and vulnerability flags, captured respectfully in the home to inform the Coordinator's risk assessment and improvement plan.

The Warm Homes: Social Housing Fund (Wave 3 running to 2028) and the Warm Homes Local Grant both require TrustMark-registered professionals working to PAS 2035:2023.
